A new accurate method for the calculation of touch voltage and step voltage based on Thevenin equivalent and network foot model was developed. In addition, the impact of adding a surface layer of asphalt or gravel on the contact and step stresses as well as the percentage error resulting from the reduction of the real soil to the equivalent two-layer soil model was investigated.
